Because the factors behind cohesion (familiarity, shared success, a stable roster) are real and intuitive. The index makes that reasoning visible while being upfront that it is invented.
Win rate together is weighted highest, then familiarity from games played as a unit, then squad continuity. You can disagree with these weights, which is the point.
Occasionally complacency sets in, or a settled side resists needed change. Cohesion usually helps, but it is not automatically a virtue.
